ABOUT US

 

The Quebec government’s Bill 28 was introduced in 2015. The RCMs have had jurisdiction over local and regional development matters since then. Consequently, five (5) RCMs in the region have endorsed, through a resolution of their respective mayors’ council, the implementation of an integrated regional consultative group supporting social development (SD) and educational success (ES):

 

  • Beauharnois-Salaberry

  • Upper St. Lawrence

  • Jardins-de-Napierville

  • Roussillon

  • Vaudreuil-Soulanges

 

This regional consultative group has been named Concertation Horizon. The various administrative procedures required to implement the group were carried out from January 2016 onwards.

 

Through the actions of the Table of Partners and its steering committee, Concertation Horizon has since established itself as a major player, enabling the mobilization and consultation of key regional and territorial players supporting social development and educational success, thus developing a common and shared vision of the challenges and issues involved in order to meet community needs.

 

The regional consultative group, supervised by its steering committee, is financially supported by five RCMs, school boards , and various partners such as the Lucie and André Chagnon Foundation. Receiving funding from the foundation for a second year (dialogue and co-construction phase), the Table of Partners was able to continue operating.

 

Each RCM has a social development policy and planning tools supporting social development and educational success. Concertation Horizon has based its guidelines on the unifying elements of the five RCMs (education, housing, health and food security, reduction of social inequalities, accessibility of services, strengthening collective action, and transportation). Strengthened by these representations, the region now recognizes this social development approach.

 

MISSION

 

Concertation Horizon’s mission is to increase the stakeholders’ ability to take collective action that promotes improved living conditions in the territories covered by the five participating RCMs (Beauharnois-Salaberry, Upper St. Lawrence, Jardins-de-Napierville, Roussillon, and Vaudreuil-Soulanges), and to position social development and educational success as vectors for community development.

 

VISION

The expected long-term impact of our concerted actions is the sustainable reduction of social inequalities in the territory.

OBJECTIVES

 

The general objective of this integrated regional consultative group is to mobilize and engage key regional and territorial players supporting social development and educational success, and to develop a common and shared vision of the challenges and issues in order to meet community needs.
 

As for specific objectives, they include:

  • Promoting the sharing of expertise and equipping the players involved in order to make social development and educational success more efficient;

​​

  • Enhancing and supporting approaches that foster the social development and educational success of the RCM territories, with respect to their distinctive features and dynamics, furthering the interventions in response to the expressed needs;

​​

  • Promoting the regional coherency of the RCM territories’ and the sectoral actors’ work in order to encourage its transversality and integration;

 

  • Strategically monitoring the evolution of social development and educational success at local, territorial, regional, and national levels. 

 

Some long-term benefits include breaking down silos, strengthening intersectoral collaboration, and increasing regional social cohesion.

Supporting the deployment and coordination of projects or initiatives that promote educational and social success for the western Montérégie region.

Monitoring public and affordable transportation in the western Montérégie region[AG7] .

 

Affordable housing

Facilitating access to social and affordable housing resources for the western Montérégie region.[AG8] 

 

Reduction of social and economic inequalities
